The Horizontal Construction Manager will be responsible for overseeing the development of the Project's horizontal infrastructure, roads/utilities, and streetscape.



  • Implementation of the horizontal business plan, with a particular focus on infrastructure and sub-projects relating to various horizontal projects
  • Managing key personnel to implement horizontal improvements
  • Ensure accurate and timely reporting to work effectively within the construct of public-private partnership related to infrastructure
  • Lead forward planning process for all phases of development, including approval processes
  • Ensure that clear direction and guidance is provided to staff, consultants, and contract relationships to successfully achieve project goals
  • Oversight of the full-cycle development process from preliminary design to the completion of construction
  • Communication, interface, and negotiation with all relevant outside parties including public agencies as required
  • Collaborate with various departments, outside consultants, and contractors throughout the development process to ensure timely completion of all objectives and milestones


Skills and Qualifications

  • Bachelor's degree from accredited college or University
  • 7-10 years of work-related skills, knowledge, and experience
  • Working understanding of local geotechnical conditions
  • Working understanding of local horizontal/site work contractors and subcontractors
